I picked up a box of arm and hammer washing soda easily near Detroit. I guess washing soda is considered an "old fashioned" item. I don't know of anyone using it to do laundry anymore. If the stores don't get a demand for a product they stop supplying it. Really what you're looking for is sodium carbonate. As Pickles already mentioned, you can make this yourself by baking sodium bicarbonate and hence making the soda ash -- another name for the same material.
If you have a swimming pool supply anywhere in the area, sodium carbonate is used to boost the pH of pool water. I buy a product called "pH UP" at the grocery store. I've also seen packets of sodium carbonate sold alongside fabric dyes at the craft store. Here's one in the Toronto area I found with some quick Google-fu: discounterspoolandspa. Really, you're just looking for something to boost the pH of the mixture, and the sodium carbonate is a fairly benign means of doing it -- it's relatively cheap when you can find it.
