As a native of the Guinea Pig state and current resident of Georgia, I'll say that by default if nothing else, California, much like New York, has always been something of a "Guinea Pig" state, to the good, the bad, the ugly or the uncategorizable That said, I understand the apprehension of people who are against legalizing things like prostitution or drugs, two things that so often walk hand-in-hand and block the road for the rest of us who steer clear of such things-after all, they seem to bring so much devastation and ruin for the people, communities, and lives they affect.
But I honestly think that legalizing prostitution and at least legalizing some of the uh, milder, drugs, would automatically take a lot of the blight, suffering, dirt, and disease, out of those communities plagued by such illnesses. As to why the local police are not, or do not seem to be, doing anything about the situation at hand in the neighborhood described by the OP? Two: A lot of people have unfortunately more or less given up on a lot of our down-and-out areas a long time ago, whether they admit it or not, and are content to leave things as they are, pretend it isn't happening, and maintain status quo.
